Typically, National Training Packages are developed by national Industry Skills Councils, formerly Industry Training Advisory Bodies (ITABs) or enterprises to meet the identified training standards needs of specific industries or sectors. They also include any prevailing regulatory requirements associated with the standard of work.
Industry is responsible for defining the specific knowledge and skills a person must demonstrate in order to be deemed competent in work. This information is reproduced within a nationally agreed format and termed 'units of competency' or 'competency standard units'. A Training Package contains the competency standards for the industry and are grouped together to form work outcomes specific to an industry. Competency standard units are also packaged together/combined and aligned at given levels to form qualifications (Certificate, Diploma etc) as defined by the nationally agreed Australian Qualifications Framework (AQF).
Training organisation register with a State Training Authority (STA) against a Training Package or specific qualifications/competency standards units to undertake training and assessment and issue the relevant credential/award. Training organisation that become registered are known as Registered Training Organisations (RTOs). RTOs once registered are subject to audit by relevant STA auditors under the Australian Qualifications Training Framework (AQTF) standards.
Training Package Endorsing Body - National Quality Council (NQC)
The National Quality Council (NQC) was established in December 2005 as part of the new national training arrangements. The NQC continues much of the work carried out by the former National Training Quality Council (NTQC) and met for the first time in March 2006.
As a Committee of the Ministerial Council for Vocational and Technical Education, the NQC oversees quality assurance and ensures national consistency in the application of the Australian Quality Training Framework standards for the audit and registration of training providers.
It has specific decision-making powers in relation to the endorsement of Training Packages and other aspects of quality assurance under the National Skills Framework.
The NQC has a key role in bringing together the major players in the vocational and technical education sector - industry, unions, governments, equity groups and practitioners - to oversee and support the current and future quality of vocational and technical education across Australia. It is also critical to ensuring the successful operation of the National Skills Framework – the system’s requirements for quality and national consistency in terms of qualifications and the delivery of training.
Skills Sets
Skills Sets are single units of competency, or combinations of competencies from an endorsed Training Package, that link to a licence, regulatory requirement or defined industry need.
Skill Sets are not qualifications. Statements of Attainment are issued by RTOs for Skills Sets and only Skills Sets identified in an endorsed Training Package can be referred to on a Statement of Attainment.
Where Skill sets are identified in an endorsed Training Package, the Statement of Attainment details the competency(s) a person has achieved in a way that is consistent and clear for employers and others.
